Ely Donehogawa, an Iroquois Indian, was appointed Commissioner of Indian Affairs. Ken Parker goes to Washington to talk to him about a problem: traces of silver and zinc have been found on the Fort Smith Dakota reservation, so there is a need for an agent to protect the interests of the Indians. The Commissioner decides to bring the issue to Parliament using Ken as a direct witness to the facts. The intervention will be short and dramatic, before a terrible murder takes place...

The story takes place from 2 October 1870 to the first days of January 1871.

Ken, charged with soliciting the dispatch of an agent to the Dakota reservation controlled by Fort Smith , arrives in Washington , where he meets Ely Donehogawa, who has just been appointed commissioner of Indian affairs. Donehogawa, making use of the "testimony" of Ken (a man from the border), decides to bring the "Indian question" to Parliament.
