If you think all it takes to hang a man is a rope and a noose, think again! Take, for instance, the case of Mortimer, a true criminal mastermind and longtime enemy of the Spirit with the Hatchet: condemned to death for his numerous crimes, he’s hanged in front of dozens of witnesses… and yet, months later, he reappears in Kingston, alive and well, plotting an assassination attempt against Marvin Sykes, a candidate for Governor. Meanwhile, someone orchestrates the prison break of Sybil Kant, Mortimer’s beautiful companion.

To make things even more tangled, it seems the mastermind behind the plot is not Mortimer, but another formidable enemy from Zagor’s past. Indeed, Drunky Duck delivers a mysterious envelope to Zagor, inside is a ninja shuriken, instantly reminding him of the dreaded Weaver, still at large and whose true identity remains unknown.

Zagor, Chico, and Drunky Duck travel to Kingston to investigate. There, they meet Captain Malkovich, who once fought alongside Zagor in his first battle against Mortimer. Malkovich reveals that the Weaver is planning an attack on Senator Sykes, who is scheduled to speak at a public rally in Kingston.

As it turns out, Mortimer faked his own death and has allied with the Weaver (who was responsible for Sybil’s prison break). Together, they aim to destroy Zagor and assassinate the future Governor. When Chico is kidnapped and Zagor leaves Kingston to rescue him, the assassination unfolds but instead of targeting Sykes, Mortimer kills Malkovich.

Not only does Zagor fail to stop the murder, but he is also captured and handed over to the Weaver. But in a stunning twist, Mortimer allows Zagor to escape, and disappears once more with Sybil at his side.

Zagor then unmasks the Weaver’s identity: Marvin Sykes himself, who intended to use his political rise to seize power. His criminal organization is dismantled, and Sykes is left paralyzed and sentenced to life in prison.

In the final scene, Mortimer and Sybil are seen departing on a long cruise together…
