Hellingen is ready to conquer the world with an army of cyborgs, and establish a government based on his crazy ideas of a superior race destined to dominate the Earth. How will Zagor be able to stop him? Subsequently, Edgar Allan Poe meets Zagor in the Elsewhere Base, involving the Spirit with the Hatchet in the investigation of a disturbing cannibalistic serial killer striking in the streets of Philadelphia.
