Ciudad Juarez, in the Mexican state of Chihuahua, is a city in the hands of the criminal power of drug trafficking, marred by a long, horrible chain of brutal, unsolved crimes involving young women. Criminologists from all over the world attend a conference courageously organized by the victims' relatives. There is the famous Edward Shirrefs, from the FBI Academy in Quantico. There is the pretty Ann Spade, of the police in Sheffield, England, whose only credit seems to be that she once met the dangerous serial killer Jeff Carter and let him slip away. And, camouflaged among the audience, there is Jeff Carter, self-styled vigilante. But what will be his prey? The beautiful Ann, with whom he had an affair? Or does he perhaps want to punish the mysterious criminal known as El Vampiro with death?
