Li-Wang's hawks strike at falconer Koo's commands, spreading death across Washington! Tex and Carson get rid of the birds of prey with revolvers and chase Koo across the rooftops, causing him to crash onto the pavement. A note found in the dead man's pocket directs the pards to Li-Wang's chinoiserie shop, the cover of a sinister aviary. Here, the rangers tame the shady oriental with their fists and use him as bait to trap the lawyer Rafferty, stooge of Senator Russel, black soul of railway speculation in Arizona.

Summoned to Washington by Ely Parker, Secretary of Indian Affairs, to testify against a railway that certain speculators would like to build in Arizona with the risk of unleashing the red Indians, Tex and Carson are targeted by hitmen hired by Senator Russel, a slimy politician who expects to make tons of money off the tracks of discord. After a first attack fails, while the pards investigate, obtaining confirmation that the rot lurks in the upper levels of power, the scoundrels resort to Li-Wang and his murderous hawks, trained to slaughter using innocent passers-by as guinea pigs!
