Leaving San Francisco Bay, Captain Hogarth's sailing ship Albatros sets sail for the North with a prisoner on board, the police chief Tom Devlin! Tex and Carson, allies of Captain Drake, set sail in pursuit on the Leviathan, Captain Brooke's whaler: however, when they sight a cetacean, the pards and the crew of the Leviathan have to lower their boats into the sea to hunt, so as not to arouse suspicion in those being chased. Then, in Aberdeen, having made one of the Albatross sing, our men discover that Devlin will be landed in Puget Sound, where he will end his days as a slave of the Nootka Indians!

Frisco Police Chief Tom Devlin has been kidnapped by the mob! Called by Mike Tracy of the Alameda Hotel and Sam Brennan of the "San Francisco Examiner", Tex and Carson come to terms with the devil to find their friend, because only Captain "Blackbeard" Drake knows where he is! And while the pards agree with the lawyer Bixler on the times and methods of the interview with Drake, someone inside the police marks them closely: inspector Linder and the sinister Alex Munro, who got Devlin out of the way to become the masters of the city. Meanwhile, in Alcatraz, Blackbeard plays his trump card: he wants freedom or he won't open his mouth!
