A sinister organization is guilty of serious crimes in San Francisco, cloaking itself in ambiguous moralisms. The sect, in fact, kills on request and for payment, offering its services free of charge to poor clients, in cases where the law and the courts are unable to deliver justice! Police chief Tom Devlin tasks Tex and Carson with investigating the case, and the pards discover that the society of self-styled avengers does not always kill out of a rigorous, if questionable, sense of the law.
