The Black Tiger has established a new reign of terror in Louisiana! Prince Sumankan, under the identity of the banker Anderson, bloodies New Orleans to gain a monopoly on river transportation and accumulate money for his cause. The pards are called by Sheriff Nat Mac Kennet to restore order. The investigations start from Captain Scudder of the Savannah boat, a thug affiliated to the gang who leads the rangers straight to Levasseur, the shipowner at the top of the gang, who has enriched himself by eliminating his competitors!
