Agent Weaver is sent undercover to the Beta 88 base, commanded by Colonel Amanda Kane, on the border with the state of Elnores, where a civil war is underway. His task is to track down the mysterious Hawk, who has been selling information to the rebels. May, meanwhile, manages to discover Hawk's identity, but when Legs is about to arrest him, the rebels attack the base. Instructor Nick Allen and the other pilots won't give up their weapons easily...
