Mister No meets Leo, a teenager who plays in the Hawks gang, rivals of Johnny's Devils, brother of Sarah, Leo's girlfriend. One of the Hawks kills Johnny and suspicion falls on Leo. Mister No - who is experiencing a love story with the beautiful Darlene, Leo's mother - wants to exonerate him, but the problem is much more complicated than it seems... The mystery deepens. New actors come into play: Mister Candyman, the head of a deviant section of the CIA; the drug traffickers of Michael Morgan II, Ratso's father; Delia, Mister No's old friend (who works for Candyman believing him to be one of the "good guys"). And Mister No infiltrates Morgan's organization... The CIA section directed by Candyman (who collaborates with the mafiosi of Calogero, the son of the boss Antonelli) wants to incriminate Leo, Darlene's son. Mister No can no longer distinguish friends from enemies and Harvey Fenner hires Phil Mulligan because he has seen Evans again, a guy who has been dead for years! What secret does he hide? Mister No enters the good graces of Michael Morgan II. He meets FBI agent Dale Cooper, who also infiltrated Ratso's father's drug traffickers, and together they destroy Morgan's organization. But in the meantime Delia is in danger: her friends at the CIA want to eliminate her! The circle closes. The FBI is against the CIA, the CIA is against Candyman, Mister No is against everyone. Phil Mulligan manages to find evidence to exonerate Darlene's son Leo. But the deus ex machina of the story is the "living dead" Evans!
