Roman Mariner, president of the Sin Club, with the help of his cousin Rita, manages to get hold of two photoatomic collectors, an absolute novelty in the field of technology. Legs and May, assisted by their friend Dominic and his partner Jeordi O'Dell, immediately set out on the trail of Mariner and the stolen goods. The research will lead them to New Atlantis, a floating city, where they will manage to introduce themselves as members of the government control commission for the project.
